Redefining Hybrid Warfare: Russia’s Non-linear War against the West The term hybrid warfare fails to properly describe Russian operations in Ukraine and elsewhere. Russia has undertaken unconventional techniques to build its influence and test the boundaries of a shaken international system. Notably, Russia’s actions in Ukraine display an evolved style of warfare that goes beyond its initial label of hybrid warfare. The term nonlinear war (NLW) will be defined in this article to encompass Russia’s actions and allow policymakers the correct framework to discuss and respond to Russia. NLW plays to the advantage of countries like Russia and constitute the future of warfare.
Russia, NATO, and the INF Treaty Since 2014, the United States has publicly accused Russia of violating the Intermediate-Range Nuclear Forces (INF) Treaty, a landmark Cold War nuclear arms control agreement. The new US president, Donald J. Trump, will face the tough decision about whether or not to remain committed to the treaty. This article recounts the history of the INF treaty and assesses Russian and US interests related to the treaty. It develops three possible future scenarios for Russian actions and their impact on, as well as possible responses by, the United States and its NATO allies. The conclusion is that NATO allies will most likely face an ambiguous Russian stance with respect to INF weapons, which will make it difficult to find a balanced response strategy, bringing together diplomatic and economic pressure as well as military means to respond to Russia’s INF violation.
Russia and the West After the Ukrainian Crisis In the wake of Russia's annexation of Crimea and continued aggression in eastern Ukraine, the rest of Europe has been forced to reassess its approach to a regional security environment previously thought to be stable and relatively benign. This report analyzes the vulnerability of European states to various possible forms of Russian influence, pressure, and intimidation and examines four areas of potential European vulnerability: military, trade and investment, energy, and politics. We find that European countries differ widely in their vulnerability to possible Russian actions. Whereas the states in southern or western parts of Europe have some economic vulnerability, Northern and Central European states have greater exposure to Russian actions due to their proximity to Russia, their history of recent domination by the Soviet Union, and, in some cases, the continuing legacies of the Soviet empire. Energy represents a lesser source of vulnerability for Europe than is generally perceived. If Russia were to halt oil exports to Europe, Europe could easily import oil from other suppliers. European countries could also find alternative measures if Russia were to interrupt flows of gas, although a few smaller economies would be less resilient than larger ones. Finally, Russia could try to exploit the political vulnerabilities of a number of countries, from Russian minorities issues in the Baltic states to the rise of populist parties in the rest of Europe.

The Russian Way of Warfare Russia has recently carried out substantial reforms to its military forces, increasing capability in several key areas. Russia's military has improved to the extent that it is now a reliable instrument of national power that can be used in a limited context to achieve vital national interests. Russian strategists, concerned about the capability of an advanced military adversary to carry out a large-scale conventional aerospace campaign against the Russian heartland, focus on preserving Russian influence in buffer states along its borders and on reinforcing a series of defensive bulwarks. Russian operations will show a high degree of coordination across a wide range of military units, using deception and simultaneity to achieve objectives quickly and minimize periods of vulnerability to an adversary's most dangerous capabilities. Russian tactics will continue to heavily emphasize gaining and maintaining fire superiority over an adversary; leveraging improved ISR capabilities and a wide range of fires platforms; and using speed, surprise, and integrated combined arms in maneuver forces to disrupt and overwhelm enemies once encountered.
