The CARL is responsible for managing a collection of Army owned materials and must provide an incentive for borrowers to return or renew materials before the due date. All library patrons are responsible for the loss or damage of materials they have borrowed and will be held responsible to replace the item(s) at their expense.
In accordance with AR 735-17 Accounting for Library Materials, Section 2-8 (Appendix A), all borrowers must replace library materials that have been lost, damaged, or destroyed while in the borrower's possession. Damaged items must be kept in the library's possession in accordance with AR 735-5 Property Accountability.

Refusal of Replacement Copies
The library retains the right to refuse any replacement, especially if the condition is not "Like New". If If there is a question or concern about the item, it is the borrower's responsibility to check with the CARL Circulation Librarian before purchasing the item.
Purchasing
Items may be purchased from a variety of sources. Any CARL Circulation staff member can provide assistance with finding an exact or approved replacement. Examples of sources include:
Accepting Replacement Items
Once the borrower has been given information on their replacement by a CARL Circulation staff member and has obtained the copy (or provided a receipt), the Circulation Supervisor will verify the item is the correct replacement and verify the condition is acceptable before accepting the item as a replacement.
